I think 70% of all the bases I was presented were crappy bases of that level range. These bases contain very few loot (like 15-30k alloy/credits) so they are not worth my time and I skip them. But, if I wanted to, I could have have attacked and obliterated them. That's what might have happened to you. Especially during a conflict.
